Jessica Joly Hébert
Jessica is counsel at Savoie Arbitration. She specializes in public international law, with a focus on state responsibility, international dispute settlement, international law of the sea, and human rights. She is currently a PhD candidate at Université Paris Nanterre, where her research explores the role of consent in state responsibility and has received prestigious fellowships, including from the Government of Canada and the Canadian Council on International Law John H. Humphreys scholarship.
Jessica has extensive experience in international litigation and legal research, having served as an Associate Legal Officer at the International Court of Justice (ICJ). She has acted as counsel and legal assistant in landmark cases before the ICJ and the International Tribunal for the Law of the Sea (ITLOS), including representing Ukraine in the Allegations of Genocide case against Russia and advising the Commission of Small Island States on Climate Change and International Law.
In addition to her legal practice, Jessica has co-edited the book La Cour internationale de Justice à 75 ans and has published extensively in leading international law journals. Jessica is also an experienced lecturer, having taught courses at Université Paris Nanterre and guest lectured at institutions like Université de Montréal and The Hague Academy of International Law.
Jessica’s counsel experience includes:
- Counsel to Latvian investors in an ICSID claim against Norway in respect of the expropriation of snow crab licences brought under the Latvia-Norway BIT
- Counsel to foreign investors in ICSID claims under the Belgium-Luxembourg-Rwanda BIT and UAE-Rwanda BIT in respect of the expropriation of a gold refinery in Rwanda
- Counsel to Romania in the defense of two UNCITRAL claims arising under the Canada-Romania BIT and US-Romania BIT concerning a request for compensation and restitution of film production studios
- Counsel for Ukraine regarding allegations of genocide under the Convention on the Prevention and Punishment of the Crime of Genocide v. Russian Federation
- Counsel for the Commission of Small Island States (COSIS) in connection with the request for an advisory opinion submitted by COSIS on climate change and international law
